Even after winning the presidency in his own right, Truman then made so many basic mistakes in managing Congress – from refusing to press for straight up-down votes to leaving Washington at critical moments – that his Fair Deal program soon stalled. And by the end of his tenure, many liberals shared the prevailing sense that Truman was out of his depth, bemoaning the fact that he often “behaved with a lack of dignity and a disturbing impulsiveness” (Hamby, 1973: xix, 233, 315–17, 459). That Hamby first analyzed Truman’s leadership style in this context was significant because he ultimately became Truman’s most impressive biographer, producing a richly textured portrait that is both more incisive and more measured than anything else.
